i think by going to /wiki/User_talk:username you can send messages to username.

i think that is what this is meant for?

when you click "Talk" in the upper right corner you should get this msg?

Rick, yes that's more or less what it does. When you append to somebody's "user talk", that user will see a message saying that they have messages waiting when they login. That way you can have a dialog about issues relating to you without touching your own "user" page.
By the way, I highly recommend that people sign and date their notes appended to any "Talk" pages using four tildes ~~~~. Makes it easy to keep track of dialogue. I don't recommend for actual page content, however. -- Alex 11:25 3 Jul 2003 (EDT)
