It seems to me there is a big question: do you want to organize the input of questions and answers in individual files (easier to enter, harder to manage and integrate) or group together several questions in a single file. I've tried this both ways, there are tradeoffs. If you make a lot of little files, then it is inconvenient to print the whole thing and it is tedious to refer between pages. On the other hand, if you make big files, then the become cumbersome and intimidating to edit.
I've used TWiki a lot, but I'm not yet familiar with Wikipedia, and so I can't say for sure what the best thing would be.

- Hi Paul, I've moved you comments to the "Talk" pages, pages in the "Talk:" and "SwarmWiki Talk:" namespace are intended for "meta" discussion about the page contents, which is nice because it leaves the page pristine and readable and we post questions, comments, suggestions for change here, which makes the actual articles look more professional and readable.
